Meadowlark: no lie! I mean... I was always of the mindset that you avoid any sort of provocation of a cop. It is less obvious when the cop is undercover. But gee, once the guy submits, um.... I'm pretty sure you stop the beating. Then again I'm not trained in the finer points of law enforcement. ;)
I'm always hesitant to make my decision totally based on a video. It's not the whole story. But in this case, plus witnesses, plus the fact that he didn't appear to be resisting at all ... it looks bad. What was the necessity of knocking the man's head on the pavement? Seriously?!!
Cops are human and can make mistakes or even get too full up of themselves and think they can do whatever they want. It's too bad, because that kind of cop gives the good ones a black eye - or missing teeth.

He shouldn't have resisted and come to think of it, shouldn't have knocked somebody's hat off in the first place.
Of course, if two guys start hollering "get on the ground" and "we're cops" does one necessarily believe them?

BTW I do realize that the cops were undercover and the citizen thought he was provoking civilians...still lame.
